Early Life and Education
Wycliffe Ambetsa Oparanya was born on 25 March 1956 in Emabole, Butere, in present-day Kakamega County, Western Kenya. He grew up as an only child and attended Mabole Primary School, Butere Boys High School for his O-levels, and Kisii High School for his A-levels.
He holds a Bachelor of Commerce in Accounting and a Master of Business Administration in Finance from the University of Nairobi, plus a Ph.D. in Economics from the University of Dar es Salaam, Tanzania. He is also a Certified Public Accountant (FCPA).
Career
Before entering politics, Oparanya spent over 23 years building a career in finance and business management. He worked for 15 years at Ernst & Young, rising from audit trainee to senior manager, and later joined Kenya Airways as Financial Controller before becoming the airline’s Finance Director.
His political journey began in 2002 when he was elected as Member of Parliament for Butere Constituency, serving until 2007 and being re-elected for another term. During President Mwai Kibaki’s administration, he served as Minister for Planning, leveraging his expertise in economics and finance.

Controversy
Oparanya has faced corruption allegations tied to his tenure as Kakamega County Governor. The Ethics and Anti-Corruption Commission investigated him for allegedly receiving KSh 56.7 million in kickbacks from companies awarded contracts worth over KSh 2.2 billion between 2013 and 2022.
In November 2023, the EACC obtained court orders to freeze assets worth KSh 28.9 million pending investigation. The charges included conflict of interest, money laundering, and abuse of office.
The legal saga saw twists when the Director of Public Prosecutions initially approved prosecution in December 2023, then withdrew charges in July 2024. In September 2025, the High Court quashed the withdrawal, ruling it unconstitutional.
