William Ouko was born in Nairobi, Kenya, where he grew up with his family.
Possessing an array of distinguished qualifications, Justice Ouko earned his Masters in Criminology and Criminal Justice from Egerton University, alongside a Bachelor of Laws Degree (LLB) from the University of Nairobi.

In 1987, Justice Ouko embarked on a brief stint in the field of law, practicing at Mbogholi Msagha and Company Advocates in Mombasa.
