Born on March 21, 1965, at the Military Hospital in Yaba, Lagos State, Keppy is originally from Ikot Antuen, Oku-Iboku, in the Itu Local Government Area of Akwa Ibom State. He is the third child in a family of six.
He attended Corona Schools in Lagos for his primary education and Government College Ojo for secondary school.
