AN OPEN PETITION TO THE FEDERAL MINISTRY AND MINISTER OF EDUCATION ON FEDERAL UNITY COLLEGES MANAGEMENT EXPLOITING PARENTS IN THE FACE OF HARDSHIP IN THE COUNTRY THROUGH ILLEGAL FEES SUB – CHARGES.

The essence of Federal Unity Colleges in the country was to bring quality education closer to the people and make quality education affordable to the common man per excellence.

After the immediate downward review of the Federal Unity Colleges School Fees by the Federal Ministry of Education, the managements and Principals of Unity colleges have device another means of exploiting parents and charging unapproved fees to the detriment of parents.

The Federal ministry of Education had pegged the new reviewed fees at N49,500 and PTA fees at N5,000 for all Federal Unity Colleges in the country, adding that no school is allowed to sub charge above the stipulated fees.

But to our greatest surprise, some Federal Unity Colleges e.g (Federal Government College Ikot Ekpene FGCIK and others) are charging times two of the approved and reviewed fees, claiming it to be charges for admission acceptance and provision of amenities and equipments for students use.

These they claim to include; bed, matrass, Provision locker and pillows for the students at a whooping sum of N49,000 and Other sub charges include Uniforms, check in items and class dues, their amounts not clearly stated as they are fixed as they wish to.

The issue now is these people don’t only charge these money, but they do so without providing these items or they provide sub standard items and materials which parents have to go back and make fresh provision again for the students.

They lias with the PTA executives to impose these extra fees and charges on parents without the proper process of involving the parents in the process to either bargain on the items to be provided or fees to be charged.

Federal Unity Schools were known to be giving out prospectus with detailed specification of the items and uniforms required to parents on admission of their wards, to make provision for.

This allowed parents to give the children the best they can afford as specified and make uniforms that fit their children well, not sub standard, oversize or under size uniforms being provided for by the schools forcing the parents a second time purchase and provision for the same items they have paid for.

We are aware that the Federal Government in collaboration with the Federal Ministry of Education makes quarterly or yearly provisions for these items such as Beds and Matrass and its maintenance through monthly imprest and subvention to these school heads and management for provision of these items and its up keep, so why charge parents for Beds and matrass again?

We hereby plead with the appropriate authority to come to our rescue by;
1.) Making sure that these excessive sub charging is checked.

2.) That if need be for any sub charging, it should be well deliberated and accepted through the appropriate channel of an enlarge meeting of the PTA with the approved and acceptable quota of parents in attendance of the meeting.

3.) That the Schools should give detailed Prospectus of materials and items needed for uniforms in the school and allow parents to make uniform for their wards to enable them have a fitting uniform, not oversize and undersize uniforms as being supplied by the schools.

4.) That if the schools must supply or make provisions for any item, e.g foam or bed, it should be of a good quality and sample brought to the enlarged meeting of the PTA for selection and approval and when such have been chosen and approved for supply, anything short of the quality chosen that is being supplied by any contractor to the school, should be rejected and returned.

5.) That the PTA executives should also use the PTA funds in intervening in major problems facing the schools, rather than liaising with the schools managements to sub charge parents.

We do plead and pray that our petition be looked into from the appropriate quarters as life is becoming unbearable for parents with children in Federal Unity Schools due to these illegal imposition of sub charges in Federal Unity Colleges. Thanks.

BELOW ARE THE DETAILS OF APPROVED FEE BY THE FEDERAL MINISTRY OF EDUCATION AND THE IMPOSED FEES BY THE MANAGEMENT OF THE UNITY SCHOOLS e.g (FGC IKOT EKPENE).

Tuition and all other fees including Boarding fee as approved by the Federal Ministry of Education is N50,500.

PTA Fee as approved by the Federal Ministry of Education is N5,000
While matrass, bunk, class desk, hostel locker, shoes and medicals not approved by the Federal Ministry of Education is N49,000.

Uniform not approved by the Federal Ministry of Education is N14,500.
The question is;
1.) Must the school be the ones to supply the items deem fit for parents to provide?

2.) Is the Federal Government no longer making provision for Bunks, matrass, and class desk the essential amenities needed for education in Federal Unity Schools?
